I was in the Animal Law Society in law school and had the privilege of taking Animal Law with the professor who wrote the casebook here in the U.S. Some incidents are still occasionally Hogarth-esque and surprisingly, at least when it comes to cruelty and neglect, there are many cases where the perpetrator cannot be brought to account. So much of it stems from the age old view of animals as property as opposed to viewing them as thinking and feeling living creatures. The good news is, the law is continually evolving in this area. Heck, recently a judge granted two chimps a writ of habeas corpus - legally recognizing them as persons!
